Full Professor at the School of Arts, Sciences, and Humanities (EACH) of the University of São Paulo. He holds a Bachelors degree in Social Sciences from the University of São Paulo, a Diploma of Advanced Studies in Public Policies, and a PhD in Sociology from the University of Granada, Spain. He conducted postdoctoral research at the Department of Political Science at the University of Campinas and at Zeppelin Universität (Germany), where he also served as a visiting professor. He is a faculty member and advisor in the Graduate Program in Political Participation and Social Change at USP. He is one of the coordinators of COLAB (Co-Laboratory for Development and Participation). His research has been funded by the Ford Foundation, United Nations Development Programme (UNDP), Ministry of Justice, IDRC, FAPESP, CNPq, and Ministry of Culture. In 2006, he won the Worldwide Competition for Junior Sociologists awarded by the International Association of Sociology. He works in the field of Public Policy, focusing primarily on the following topics: information policies, knowledge access policies, political participation, multiculturalism, and issues related to information technology and rights.
