Graduated in Medicine from the State University of Londrina (1982) and with Ph.D. in Public Health from the School of Public Health of the University of São Paulo (2001). He was a Member of the Technical Staff of the World Health Organization for 12 years, having retired from the Organization in September 2022, in the position of Deputy Representative of WHO in Myanmar. Since then, he has been an independent consultant. Between 2013 and 2016, he was Director of the Department of STI/AIDS and Viral Hepatitis at the Brazilian Ministry of Health. He was the Head of the Public Health Department of Toledo, Campo Muorao and Guaruja.He has extensive experience in the Public Health, with an emphasis on Public Management of the SUS, Management of STI/AIDS Programs, Viral Hepatitis, Public Policies on Drugs in Brazil and internationally. Its main areas of activity include: Public Health, Management of Health Services, International Cooperation in Health, HIV/AIDS, Viral Hepatitis, illicit drug use, harm reduction from drug use and Public Policy on Drugs.
