He holds a PhD in Computer Science from the University of Brasília (UnB), with a sandwich period at King's College London, and a master's degree in the same field from UnB. He also has a background in Mathematics (bachelor's and teaching degree) from the same institution. He is currently General Coordinator of Scientific and Technical Information at the Brazilian Institute of Information in Science and Technology (Ibict), where he leads projects focused on Open Science, digital repositories, systems interoperability, and scientific data management. He is a permanent lecturer in the Postgraduate Programme in Information Science at Ibict. Among his contributions to the Institute, he coordinates initiatives such as Oasisbr, a portal that aggregates and disseminates open access Brazilian scientific content, and the Brazilian Digital Library of Theses and Dissertations (BDTD), which centralises the academic production of postgraduate programmes across the country. He also leads efforts related to Rede dARK, a decentralised system of persistent identifiers based on blockchain, which aims to ensure the integrity and traceability of digital resources, promoting innovation in scientific data management. His career includes the development of BrCris, a system for the integration and visualisation of scientific data in Brazil, and the Laguna project, aimed at creating an open access scientific data lake. He is the author of several academic articles ranging from formal methods in computer science to applied topics in Open Science and digital repositories. His main contributions are related to tools for promoting visibility and access to Brazilian scientific production, strengthening interoperability and innovation in the national research ecosystem.
