Abstract

The notions of stable peace and conflict formation are understood, in this work, as referring to systems of regional security governance, whose practice and discourse have become instrumental to state and non-state actors in their mutually exclusive logics, defined as stable peace and conflict formation. This research has three fundamental aims: first, it seeks to construct a political cartography (a political atlas) of the processes that characterize both systems, involving process of conflict formation and resolution, as well as processes of cooperation among state actors in Latin American region. Second, to explain how security governance in Latin America can be appropriately described and analyzed, taking into account the behavior of state actors over the last 20 years, registered in a combination or overlap of discourses and practices in stable peace and conflict formation. And third, how non-state and irregular actors, in a context of widespread social violence, affect those two governance systems in regional security and the mechanisms of conflict resolution encompassed by them. Thus, this research proposes to address the regional dynamics of security governance, mapping the structure and actors involved, as well as the process through which systemic changes have come about. It does by deploying two models of systemic governance in which actors behavior are analyzed: conflict formation and stable peace. (AU)
