Abstract

This project investigates two dimensions of political competition: a) competition for the control of electoral bureaucracy; b) competition for voters. The first dimension is poorly considered in literature and it is related to what I have denominated electoral bureaucracy, that is, the control of the electoral process, from voter enrolment to the phase of certification of election results by the National Congress. The second dimension focuses on the relationship between voters and parties. Both dimensions are central to any discussion around democratization in Brazil. (AU)
