Abstract

Clinical Practice Guidelines (CPG) translate evidence-based scientific knowledge, in order to facilitate the process of care. Its purpose is to reduce variability and arbitrariness in clinical practice in order to improve the quality of care and avoid the waste of financial resources. However, a number of studies have shown that the methodological quality assessed for transparency in the elaboration process is unsatisfactory for most CPGs. In Brazil, in particular, there are few documents recently published with good methodological quality that can guide the process of care of noncommunicable diseases (NCDs) in primary care. On the other hand, guides considered of high methodological quality and elaborated according to transparent processes, for other subjects, can be adapted to the Brazilian context, especially for use in the Unified Health System (SUS), as already used in other countries. Thus, the supply of evidence-based material in Portuguese is expanded, contributing to the improvement of the quality in primary care. Objective: Disseminate evidence-based recommendations to guide the process of NCD care in primary care. Materials and Methods: The identification of CPGs with high methodological quality will be carried out through a systematic literature search and quality evaluation using the second version of a validated instrument, the Appraisal of Guidelines Research and Evaluation Instrument (AGREE-II). Once the high-quality CPGs have been identified for each NCD, a summary of the recommendations will be made. This synthesis will be presented to a panel of specialists, general practitioners and family physicians for discussion and adaptation to the SUS context, in a consensus process through the Delphi method. The recommendations for each NCD, in Portuguese and validated by this panel, will be made available through an application and disseminated through face-to-face workshops in the state health regions and an online course via UNASUS. Expected Results: Development of an application that can support decision making in the process of care of NCD in primary care; to promote continuing education activities (in person and online) to qualify the process of care and rational use of medications during the NCD treatment.
