LTE community networks in Brazil: sustainable modeling, deployment and maintenance towards new networking paradigms

Abstract

In a report published by the Internet Governance Committee in Brazil (CGI.br) in 2018,in terms of broadband Internet access in Brazil, there exists a wide inequality between theeconomic classes A/B (higher) and D/E (lower), a fact evidenced in the analyzes betweenurban and rural areas. The report also explains that Internet access consists of a catalyst forsocial, economic and technological development: a fact that is consecrated in several international studies and emphasized by the organization Internet Society. Community wirelessnetworks have become a sustainable means of promoting affordable Internet connectivity,both in remote rural areas and in dense urban regions. In the vast majority, community wireless networks adopt wifi technology, however only recently, due to the development of freeand low-cost technologies, the Long-Term Evolution (LTE) standard began to be exploitedfor these purposes. Thus, there exists no knowledge in the academic literature of studiesthat seek to use and improve the LTE standard applied to community wireless networks. Inthis scope, this proposal seeks to bring innovative concepts of new networking paradigms,Software Defined Networks (SDN) and Network Functions Virtualization (NFV), for thedevelopment of community LTE networks. Through an agile test methodology, SDN andNFV concepts will be applied in the development of mechanisms that perform intelligentmanagement of LTE community network resources for efficient performance and robust faulttolerance, i.e., network sustainability. All these studies will be performed based on a surveyof characteristics of community wireless networks in operation in Brazil, proposed for thebeginning of the project. In the end, the execution of this proposal will produce a didacticmaterial elucidating the forms of modeling, implantation, and sustainable maintenance of acommunity LTE network in agreement with the studies carried out by this proposal (i.e.,containing all data, evaluations, methodologies, and prototypes). This material will be usedas the basis for a proposal to deploy a community LTE network in Brazil in alignment withthe Internet Society's "Beyond the Net" program (AU)
