Abstract

The aim of this research project consists in evaluating the implementation of the Paris Agreement and also its impact on public governmental policies related to the agricultural and biofuel sectors. There are two justifications for the research. Firstly, agricultural sector plays an important role in global climate change. It has been responsible for much of the greenhouse gases emissions and it is particularly vulnerable to the effects of climate change at the same time. In addition, fuels derived from biomass are an important alternative energy source to non-sustainable fossil fuel. Secondly, a coherent regulatory framework is a pre-condition for achieving the international emission reduction targets agreed by Brazil. There is therefore a need for alignment between the Brazilian energy and agricultural policies. The project proposes an exploratory methodology based on mapping the legal framework and interviewing a range of stakeholders from public and private sectors that are involved in the implementation of the Paris Agreement at the national level. The expected results are the identification of the relevant legal framework related to the implementation of Paris Agreement in the agricultural and biofuel sectors; the information about the steps that have been taken by private and public affected stakeholders; the evaluation about the common ground between energy and agricultural policies and also the points of divergence that further improvement is needed.
