Abstract

This project is part of the field of implementing primary health care policies. Its objective is to identify the barriers and facilitators for the implementation of Multiprofessional teams (e-Multi) in the municipalities of São Paulo and to elaborate an evaluation matrix for the use of SUS managers. eMulti can be considered, from the point of view of the management process, a policy under construction, but already in the process of being implemented, in view of the publication of Ordinance GM/MS No. 635 published on May 22, 2023 (MINISTÉRIO DA SAÚDE, 2023). The project will be developed in two stages: a quantitative and qualitative research is proposed, generating deliveries for the public manager in each of them. Aiming at characterizing the municipalities of São Paulo, in the first stage, those responsible for primary care in 199 municipalities will be interviewed using a structured questionnaire. The second stage will consist of qualitative research, based on a case study, to detail the facilitators and barriers to the implementation of e-Multi, raised during the first stage. Such data will subsidize the elaboration of the evaluative matrix of the implementation of the policy. Carrying out a study that raises questions related to the implementation of an eMulti team can contribute to decision-making with less risk of misinformation. Likewise, the elaboration of a matrix based on the results of data collected with an appropriate and consolidated methodology can result in a more assertive and participatory instrument, facilitating adherence to the policy in a more ascendant way. With this in mind, the panel with barriers and facilitators, as well as the implementation evaluation matrix will be used in the strategies of the partner institution's steering group - CAIN, in e-Multi qualification processes of states and municipalities, in the formation of eMulti teams and in agreements with working groups of the Secretariat of Primary Health Care (SAPS - Ministry of Health). And, from a scientific point of view, the incorporation of analytical elements from this study can bring important gains not only to the field of collective health, but also to the more general accumulation of learning about public policy implementation processes.
