Abstract

Rio Claro, SP, is a municipality that has several specialized institutions with activities in Scientific and Technological Entrepreneurship (Innovation). However, innovative ventures or innovation in consolidated companies have been weakly promoted. During a public consultation the local society attributed this contradiction to the lack of public policy toward institutional collaboration. Thus, a collaboration support arrangement for these entities, in the context of the Municipal System of Science, Technology and Innovation (MSST), has centrality in this project. In this sense, the municipal government has performed legislative and regulatory revisions toward collaboration networking feasibility, as well as have been established a network support structure. However, this public policy is still under construction and requires the production of a new knowledge regarding support methodologies for collaboration networks in innovation field and local team training actions. Therefore, the main scientific contribution of this project is the production of a new knowledge, which we called Matrix Support Applied to Innovation (MSI). This new knowledge is going to be produced through the mainstreaming and the redesign of scientific knowledge in the field of matrix support and innovation. Additionally, the development of technologies and practices will be performed. Thus, it is part of this project scope an experimentation stage which involves the development of public policy instrumentation and its application. As a transdisciplinary project, the associated institutions and collaborators have a central role and have been grouped in three teams: a team specialized in matrix support (EqAM), a team specialized in innovative entrepreneurship (EqEI) and a team responsible for the application of knowledge and its technologies at the local level (EqAP). The specialized teams have the role of knowledge sharing, new knowledge and technologies development and its application. Regarding application, EqAP will have a central role and responsibility for the actions. Scientific knowledge will be produced using consolidated methodologies in the field of matrix support and innovative entrepreneurship. However, the main methodological component of the project is a broad set of activities focused on mainstreaming and the production of new knowledge (MSI) and its technologies. The new scientific knowledge will be published as scientific articles, project advances will be presented in scientific conferences and a scientific workshop will be accomplished. Furthermore, a technical manual will be produced and published for the MSI application in other contexts. In addition to the scientific and technological objectives described before, this project seeks the immediate application of the new knowledge and its technologies as a structuring methodology for the MSST toward a support structure for collaborative process in the Rio Claro multi-institutional network. To mitigate risks to the implementation and continuity of the public policy, by an agreement approved as law, stable conditions were established to guarantee the development and implementation of public policy.
