Abstract

The constitutional principles of transparency and publicity, coupled with technology and the digitization of judicial lawsuits, ensure Brazil's unique global position in leading empirical legal studies, particularly in quantitative aspects (jurimetrics). Analyzing data from the largest litigant - the State Attorney General of São Paulo (PGE-SP) - of the largest court in the country (and worldwide) - the São Paulo State Court of Justice - through a multidisciplinary approach by an experienced team will yield results in various domains: in the organizational sphere, with the diagnosis and optimization of organizational processes and resources, crucial aspects to identify areas of inefficiency, reduce costs, and enhance efficiency in public administration; in the legal sphere, with the identification of inefficiencies in the administrative and judicial processes of PGE-SP; in the cost sphere, with the determination of costs related to public administration, with the potential to generate efficiency and cost-effectiveness; within the data sphere, with the creation and analysis of massive datasets (big data), whether organizational or legal, enabling evidence-based solutions. The addressed research problems are: a) the cost of judicial processes involving the Public Treasury; b) decision-making patterns in the Judiciary and in the Courts of Auditors; c) the streamlining of processes and procedures due to tacit approval of administrative requests by lapse of time. Therefore, the Center aims to comprehensively identify and analyze organizational and judicial/administrative processes involving the Public Treasury; create a database to provide evidence-based data for Public Policies; enhance efficiency in the Administration of PGE-SP, through multidisciplinary collaboration of researchers, and promote sustainable access to justice. The results will be used to guide internal actions at PGE-SP and determine causal relationships regarding incentives for litigation, aiming for efficiency and more effective use of public resources. The Center will be capable of overcoming challenges related to information management in large volumes of data, the availability and standardization of legal data, and the definition of procedural costs, promoting cost-effectiveness and efficiency at PGE-SP.
