Abstract

Innovations drive social, economic and technological development, contributing to significantly improve people's quality of life and to promote sustainable solutions that address society's challenges and demands. Innovation Environments (technology parks, technology-based company incubators, technological innovation centers and technological innovation nuclei) are relevant agents of innovation processes, in particular innovation based on advanced knowledge. Public policies and efficient governance tools that are focused on innovation environments are, therefore, essential for creating a more collaborative, integrated and effective innovation ecosystem.This is a natural issue for the agenda of the Government of the State of São Paulo which, through the Secretariat of Science, Technology and Innovation (SCTI), invested more than BRL 300 million in these environments. SCTI is looking for new ways to improve management mechanisms, the quality of investments and the effectiveness of carrying out actions that drive the complex formed by more than 70 innovation environments in the State. This is the context in which the proposed project "Assessment of innovation environments: models, indicators and practices" is inserted.The project proposes to systematically evaluate - in an assessment approach aimed at improvement, not evaluation focused on judgment - the current public policies aimed at innovation environments, as well as the actions developed in two existing integration mechanisms in the State, one standardized by the Government - the São Paulo Innovation Environment System (SPAI) and the other constituted associatively - the São Paulo Innovation Environment Network (API). This appreciation will subsidize the construction of governance models, policy instruments, indicators and public management tools, considering the specificities of each environment and region of the State.Next, collaborative actions will be developed between the agents and institutions that make up this ecosystem, aiming to develop a dynamic and interactive platform that will integrate the São Paulo Innovation Environment Network. The generated products will be transferred to SCTI which, having participated in its construction, will be motivated and qualified to use an up-to-date instrument to support decision-making aimed at improving public actions aimed at the SPAI, thus benefiting São Paulo society.
