Abstract

The objective of this project is to study public policies for environmental protection, put into practice in the state of São Paulo, since the 70s. The study proposed here will cover: 1) a brief history of the evolution of the environmental policy in the state of São Paulo since the creation of CETESB, in 1973, up to the present day, from the point of view of legislation, institutional building, resources allocated and specific interventions. We will try to recover, in the different moments, the emphases of government action in four directions: preservation of ecosystems, prevention and recovery of degraded areas, use of environmental patrimony; 2) and analysis of the relevant actors in the driving forward of public intervention. Special emphasis will be given to: a) the technical and professional teams that occupied, at different times, strategic positions for the definition and implementation of policies of environmental protection; b) principal movements and organizations of civil society involved in the environmental question (their leadership, orientations, strategies for action, ways of interacting with government agencies); 3) case study of specific environmental policies one in the area of preservation of ecosystems and the other the recovery of degraded areas, in order to elucidate the dilemmas, obstacles and possibilities involved in each type of intervention.
