Abstract

The sugar and alcohol sector presents relevant national and regional economy and has been placed over the years as a strategic sector, either on behalf of its impact on the direct energy base and its impact on the balance of payments framework, either on consolidating as economic activity with great ability to incorporate workforce and jobs in regions where it is present. From the years 1990 there was the process of deregulation of sector, with the termination of IAA and the reduction of public resources intakes performed by direct programmes such as Proálcool. But the Brazilian State still presents significant importance in the development of industry as investments. Thus, the objective of this article is to analyze the main actions of the State concerning programmes financing of the National Bank for Economic and Social Development (BNDES), during the period 2001 to 2008. Thus, it focuses on the State's role in regional development balanced reflection of impacts of growth in sector centre-south axis, with regard to the purposes of investment, their spatial distribution (macro and meso-regional, State, municipality, or production unit) as well as to analyze the spatial concentration trajectory of the activity, to the detriment of traditional production regions such as macro-region Northeast.
