Abstract

In the current context of health, it is relevant the development of valid and reliable instruments which may evaluate the vulnerability of families to the onset of disabilities and dependency. Such instruments will be potentially useful in the context of primary care, enabling Family Health Strategy (FHS) teams to plan health activities in order to maximize the potential of strengthening of these families, reducing the they are exposed. Where the condition is already installed, these tools will allow FHS teams to mobilize existing resources at the level of primary care or to refer these families to specialized services, so they can be assisted in their needs. This study will build an index of vulnerability to the onset of disability and dependency. The specific objectives are: 1) to adapt the Index of Family Development (IFD) to develop an index of vulnerable families to the onset of disability and dependence, 2) to assess this Index construct through an expert committee, 3) to develop the Index using data from families accompanied by FHS teams in two regions of São Paulo with different social vulnerabilities, 4) to validate the Index in a third region of São Paulo with families accompanied by FHS teams. The construction of Index intends to identify families in situations of vulnerability and thus support the planning of actions to monitor their living and health conditions determinants, as well as the interventions that best fit their needs. The Index can serve as a diagnostic tool and action, both in management area and in helping families cared by FHS teams. (AU)
