Abstract

This research proposal expects to continue the post-doctoral project that was approved in 2010 (Processo 2010/51157-9 FAPESP), which was interrupted as I was due to be hired as a professor at the Department of Agricultural Engineering of the FCA - Campus Botucatu, São Paulo State University "Júlio de Mesquita Filho" (UNESP) in January 2011. The activities to be undertaken in this project by professor-researcher Dr. Rodrigo Máximo Sánchez Román aim to continue the research, which was not finished. The research project presented here seeks to develop a computer tool based on systems thinking and systems dynamics, using the software Simile. The main goal is to develop a dynamic system model for the Piracicaba, Capivari and Jundiaí (BH-PCJ) river basins hydraulic system, considering its performance in time and space. The model will allow the analysis of public policies by decision-makers at the municipal level and its effect on the BH-PCJ system from the dynamic systems perspective. The water resources management will be enhanced by subsidies provided by the systematic analysis of its key components: weather, water resources, users (urban, rural, industrial and ecosystems) and the implementation of water resources management public policies. Due to the strategic importance of the BH-PCJ in the State of São Paulo, the researcher is proposing a methodology widely proven worldwide and that may be applied by other Watershed Committees for the management, preservation and sustainable use of water resources, which is of primary importance to the State of São Paulo and for the country.
