Abstract

Evaluation is an important component of accountability of health services. The effectiveness of services and equity in its provision are crucial in health care and shows up as large challenge facing the difficulty of an effective evaluation of this attention for the delay in the impact on classical epidemiological indicators. In Brazil, construction as well as changes in more than twenty years of the National Health System (SUS) has demanded an increasing interest in evaluation. Increasingly, the uncertainties between the complexity of this system and the interventions needed to meet its dictates and needs of the population need answers quick and effective. Monitoring is a form of support for evaluation, bringing quick response, but it is clear how the discussion of monitoring is more recent and has not established by some authors. Monitoring by means of indicators is an agile strategy to follow the trend of certain actions thus enabling the issue of value judgments and decision making quickly. The purpose of this study considers the Monitoring framework Municipal Health Secretariat of São Paulo as a starting point for researching the potential of monitoring management. A mixed methods research is the method chosen for this work which will seek to deepen the theoretical references on monitoring, review and critically analyze the theoretical basis of construction of the Monitoring framework SP-SMS and conduct a case study in a health supervision in City of St. Paul on the routine use of local Monitoring framework.
