Abstract

The assessment of national scientific production model should consider the existing policy model, while adding the specifics of communication practiced by the various scientific fields of knowledge. Brazil has been using mainly the efforts of the Coordination for the Improvement of Higher Education Personnel (CAPES), the exercises every three years - through Qualis - for the classification of vehicles used for publication of research carried out at about 3 000 post graduation programs in the country. This project will analyze the process of scientific communication in Brazil, for the improvement of the evaluation criteria of scientific assessment in different areas and the development of institutional infrastructure. More specifically, it will be analyzed, (1) at the national level, the process of scientific communication in different areas, with regard to the criteria for evaluation of scientific literature, the importance of journals used by scientific communities, and; the understanding of the area comprising representatives of the evaluation committees, and (2) within the institutional framework to analyze the scientific communication infrastructure provided and used by the University of São Paulo, based, respectively, the journals managed by the university, and the sources information covering his scientific production. The value assigned by Qualis to the most reputable journals in each area will be opposed to the distribution of scientific journals in the various areas. The results should be validated in a possible workshop - whose decision shall rest with Capes. It is intended to draw a big picture of the process of scientific communication in the country, as well as suggest possible adjustments of the criteria for evaluation of the different areas, and also make the results available online in a public system, in order to serve the committees.
