Analysis of environmental management system from the instruments of environmental policy: the context of the region of Ribeirão Preto/SP

Abstract

In the last decades of the twentieth century arose the concept of sustainable development, which has as its premise the conciliation of the environment´s carrying capacity with social justice and economic growth. The challenge is to incorporate this conciliation in the application of the instruments of the National Environmental Policy (Environmental Permitting, Environmental Impact Assessment, Economic Instruments and Territorial Specially Protected Areas), considering this compromise in decision making, which is directly related to the efficiency of the system. To analyze this efficiency is the goal of this work, whose research methodology combines some forms of exploratory qualitative research involving literature review, structured interviews, study case analysis and also quantitative ones involving the use of ecological modeling and GIS. Furthermore, to achieve the proposed objectives, it will be defined indicators that shall assume the system's ability to reach sustainable development. As expected results of the unfolding of the proposals in this project are the disclosures of gaps, bottlenecks and deficiencies in the environmental management process, both in terms of operational and legal as well as the discussion of indicators that can best guide the possibilities of management decisions of the competent authorities in this process, enabling an interinstitutional setting, being the region of Ribeirão Preto (SP) the case study object. The results of this project will be published in scientific papers, and intend to indicate the guidelines for the public authorities decisions to environmental sustainability. (AU)
