Abstract
This project aims at historicizing the experience of the medical complex formed by the Hospital São Paulo (HSP), its sponsor, the Paulista Association for the Development of Medicine (SPDM) and the Escola Paulista de Medicina (EPM) of the Federal University of São Paulo (UNIFESP), in relation to the development of public health in Brazil between 1956 and 2010. The School was founded in 1933 as a private entity, philanthropic and nonprofit. In 1940, it was founded the first teaching hospital in São Paulo, the HSP. The time frame stressed is between 1956, when the school was federalized and the hospital kept as a private entity required by law to offer their beds for teaching clinics of the EPM; and 2010, after 14 years since the creation of the SUS. The study proposed has the experience of the complex HSP / SPDM / UNIFESP-EPM as a motif for the discussion of the history of public health in Brazil: the structure of health care in Brazil was marked by the tension between the public and the private spheres since the public powers, until the proposed construction of the SUS, never clearly defined their obligations in relation to the rights of citizens. The history of that complex is quite informative of such tensions, since after the federalization of the School, the professors remained as partners and managers of the private hospital creating a situation quite sui generis in the history of republican public health in Brazil: the management of a private philanthropic entity by a public entity. The framing is used primarily to study the funding of the activities of health care and teaching of the hospital and the SPDM. In short, we intend to develop the following topics:1. Historicizing the experience of the complex HSP / SPDM / EPM-UNIFESP between 1956 and 2010, especially in regard to financing its activities and the interplay between public and private interests. 2. Recovery of the Accounting File EPM / UNIFESP, where the documentation for the financing from the EPM to the Hospital is located. 3. Discussion of ways and means of philanthropy in health. (AU)
