Abstract

Analyze of decisive processes related to the administration of population’s presence, with focus in the restrictions to the use and access to the natural resources inside the Picinguaba nucleus of the Serra do Sea State Park. The situation analysis was used to check action situations occurred between 2001 and 2009 considered more significant, in the originating interactions game, especially of the positioning of the government actors and the residents in arena. It was concluded that the maintenance of resident populations in the park, even under integral protection regime, in zones of special handling, anthropologic historical-cultural denominated, does not prevent and can contribute with the biodiversity integrity, when these are included in the decisive process through participatory mechanisms, integrators and recognized as legitimate. The pacts could be concluded and have obtained larger success according to the disposition that the actors presented in negotiating, the established reliable relationships and the arguments aggregated motivations.
