Towards a framework of responsible research and innovation in Brazil


The governance of emerging science and innovation under conditions of ignorance and uncertainty remains a major challenge for contemporary democracies. The emerging notion of 'responsible research and innovation' (RRI) is gaining increasing academic and political attention as a process to respond to this challenge, but as yet there is little common understanding of its provenance outside an European/ US context. Understanding how RRI might best be characterised, developed and subsequently implemented in the context of Brazil is the central goal of this project. The goals of the project are: first, to examine practices and procedures, formal and informal, relating to responsible research and innovation, with the aim of developing an appropriate framework for the governance of responsible research and innovation in Brazil; second, to examine the challenges and opportunities to its uptake and implementation through in-depth interviews with science policy actors in Brazil; and third, to explore how such a framework can be addressed to a number of controversial areas of science policy to identify the opportunities and challenges for the framework to reconfigure extant debates and understandings. Based on a preliminary framework as a departure point, the project will generate new insight into the opportunities for governance frameworks for responsible research and innovation in Brazil, and their applicability to 'real-world' live science policy arenas.
