Abstract

The Regional Intermanager Commissions (CIR), formerly called Collegiates of Regional Management (CGR), are structures created by the Pact for Health and regulated by Decree 7.508/2012, in order to qualify the process of regionalization in the Unified Health System (SUS), ensuring the exercise of cooperative action among managers in health regions. Such commissions are space of governance at the regional level. In the State of São Paulo, the new regionalization includes 63 CIRs. A key challenge at CIRs is health technology management, ie, the set of activities related to managing the processes of evaluation, acquisition, dissemination, management, use and withdrawal of technologies from the health care system. This is because the strong scientific and technological development associated with the expansion of the health products has led to the rapid insertion of new technologies in the market, so that managers of all instances of SUS are constantly pressed to adopt new and emerging technologies into the health care system. Besides the budgetary impact caused by this process, much of this pressure is guided by ignorance about the technical and financial viability on the incorporation of these technologies, as well as the consequences of its use for population health. The main objective of this research proposal is to discuss and evaluate the management and governance of regionalized health care networks in the process of adopting technology in the SUS-SP by conducting case studies with a selected set of CIRs from a typology that considers socioeconomic status and the production and complexity of health care services, helping to promote proper implementation of RRAS in the State of São Paulo, as well as the development of activities related to the management of health technologies.
