Abstract

The Brazilian hydropower plants have always been at the center of the strategy of gross domestic product growth, as a development model in the national scale, although the development is a systemic phenomenon much broader than the increase of the economy scale. On the other hand, these types of projects are responsible for generating negative environmental impacts at the local scale, although they can also be characterized as mobilizer of intense financial resources, natural resources and labor force. Nevertheless, the implementation of hydropower plants in Brazil has also been justified as a strategy to induce local development, although there is no empirical evidence about positive associations between the presence of hydropower plants and situations of prosperity at the local scale. In this context, this research project aims to analyze the municipal development performances associated to Brazilian hydropower plants and identify the occurrence of prosperity or enclave in these municipal development scenarios.
