Abstract

This research project is embedded in the issue of public health care in Brazil and, more specifically, with regard to the functioning of the Brazilian Federal University Hospitals (HUFs). What has been observed in recent years is a process of physical and technological deterioration, plus the shortage of manpower in these hospitals . As a result, Federal Government initiatives are observed to reverse this situation. The Programa Nacional de Reestruturação dos Hospitais Universitários Federais (REHUF) and the Empresa Brasileira de Serviços Hospitalares (EBSERH) are examples of such initiatives. Thus, considering the role of HUFs in serving the population, develop research and training human resources in the medical field, this research project aims to analyze the efficiency of Brazilian HUFs in serving the population in research activities and training human resources, as well as investigating the managerial characteristics that contribute to its performance. To achieve the proposed objective database Sistema Reestruturação dos Hospitais Universitários Federais (SisREHUF) of the Ministry of Education (MEC) and two tools for quantitative analysis, econometric analysis and data envelopment analysis (DEA) will be used. In addition to greater theoretical refinement of the studied phenomenon, a qualitative analysis will be performed through case studies. Hopefully, with the completion of this project, identify the most efficient HUFs with regard to the use of their resources to health care and also for the production of teaching and research. From this it will be possible to identify benchmarks for inefficient HUFs, aiming to propose improvements to these models. These results may contribute to assist decision makers in developing public health policies. (AU)
