Abstract

This research project aims at discussing the legal impacts of the Complementary Law n. 140/2011 on the administrative procedure for the licensing of infrastructure projects in the Brazilian Federation. For that, it considers the legal framework of the administrative procedure of environmental licensing since 1980 in order to define its main features and difficulties. On this basis, it then examines the contributions brought by the Complementary Law enacted in 2011. Within this analysis, it discusses recent mechanisms of cooperation and coordination of public interests of different state levels, mainly those affected by huge infrastructure projects that depend from environmental licensing.
