Abstract

During the last years, the number of judicial decision ordering the provision of health treatments by the public health system has increased. The emergency nature of these processes costly and inefficient actions planning and control by public managers. The analysis of the actors involved in this phenomenon becomes relevant, since they directly influence the profile of expenditures. To this end, this research aims to observe the factors that influence the processes of health care litigation on the Regional Division of Health - DRS XIII. This will be raised the profile of patients and physicians using the system for coordinating strategic demands of SUS, S- CODES. Based on the profile of DRS XIII, will consist two focus groups, each with 15 subjects, composed respectively by physicians and patients randomly selected. Expected to observe not only the budgetary impacts - and expense, the legalization of health, but fundamentally the factors that potentially explain these demands. (AU)
