Abstract
This project aims to analyze conflicts over the use of transboundary waters in the La Plata Basin, more specifically those who appeared for the generation of energy by the Itaipu hydroelectric plant. It aims to analyze the Brazilian and Paraguayan view on the subject and the work of the Intergovernmental Coordinating Committee of La Plata Basin (CIC), an organ of governance and cooperation among the countries belonging to it, especially in the preparation of the Strategic Plan for the La Plata Basin. Recent conflicts show that the tensions over water use may reappear, which justifies this research. The methodology consists of a literature review associated with semi-structured interviews with selected actors. How results will be produced articles that express the different approaches to the La Plata Basin, an evaluation of the Strategic Plan and conceptual review about sovereignty, hydro-hegemony, international cooperation, and environmental conflict.
