Abstract

The lack of infrastructure in public schools in the State of São Paulo, especially those located in remote areas, meaning, far from urban centers, contributes to the non-exercise of the Constitutional right to quality education. Although the Scholar Census/INEP 2014 shows that there are 90% (5,113) of public schools from São Paulo with internet network and 78% (4,439) with broadband internet, it is known that the use of internet and computer systems is limited to the administrative areas of those schools. The use by teachers and students is insignificant, since the infrastructure in the classroom and laboratories does not support the demand for simultaneous connections. Nevertheless, there are areas in the State of São Paulo and Brazil, that do not have a stable telecommunications infrastructure. To ensure the necessary infrastructure for the internet to arrive and be distributed on computers in schools is a highly costly and time consuming process. Furthermore, a robust communication network is required for a continuous and simultaneous use of web technology solutions. Clickideia, is a company with over 15 years of history, pioneer on the creation of solutions for the efficient use of technology in education developed an alternative solution titled Offline Clickideia Server, or SCO, which is independent of the internet connection but is still dependent to an internal local area network (LAN). Despite the fact that the SCO overcomes the connection problem with the internet, other difficulties are still present. For example, it is necessary a properly configured internal network so that the current SCO can be accessed in the computers from school. Nevertheless, the SCO is limited, i.e., there are only educational contents made by Clickideia company, in other words, excludes the pedagogical tools due to technical incompatibility of the online system's source code. Moreover, the presence of technical experts to update the SCO is required. It is proposed in this project, the creation of a paradigm of reliable communication able to collect and disseminate content in areas where access to infrastructured networks is limited or nonexistent. Also, the data generated by the navigation from users of schools will be captured and transported to a location with access to the internet where this data will be transmitted to the central servers system of the enterprise. Whenever the connection to the internet is not working, the update of content and tools will happen through the opportunistic networks, i.e, composed of smart mobile devices, or others devices with processing power and communication. This technology will update automatically no matter how the network connection is. Added to this, the new SCO, or SCO3, will have the same systemic behavior to the online Portal. This results in direct or indirect impacts on the teaching and learning process of the school community. For example, a school that there is not no library could mitigate this deficiency with the internet access. However, it is important to note that the simple access to the internet will not guarantee the quality of the content to which their students are exposed. On the other hand, the contents of Clickideia are known for its quality and reliability. The project also represents a decrease in costs of public education. Because of a lack of elementary or basic infrastructure, the Education Secretary promotes the nucleation of teaching, moving the students, and also teachers, to regions far from their communities.
