Abstract

The public law No. 12,305/10, which is recognized as National Solid Waste Policy (PNRS) is a regulatory framework on solid waste in the country and brings together central directives that directly rebound in the units of the federation (state, municipal and federal district). In this sense, the PNRS uses as an instrument of action, among others, the intermunicipal, municipal or district Plans, with a population of more than 20,000 inhabitants (and the Federal District). Based on the Municipal Plans for the Integrated Management of Solid Waste (PMGIRS) or the Inter-municipal Solid Waste Plans (PIRS), the objective of this paper is identifying and analyzing, in the municipalities of the state of São Paulo, the 'solid waste condition diagnosis', and the 'programs and actions for cooperatives or other forms of association of reusable and recyclable materials', in compliance with article 19 of the National Policy on Solid Waste (PNRS). To obtain the Plans, it will be carried out search in official sites of the municipalities, and request (telephone contact) on the competent organs. These will be analyzed and mapped according to the population classes of municipalities and the relations established by the public authorities with the cooperatives/associations of reusable and recyclable materials, considering also in the spatial clipping the insertion of the municipalities in the analyzes established by average cities of São Paulo, Regions of Influence of Cities (REGIC) and characterizations established by the studies of Metropolitan Regions (RMs), Integrated Development Regions (RIDEs) and Urban Agglomerations (AUs).
