Evaluation of the service of communication operators using the voice Quality Index

Abstract

This work has as main objective to evaluate the service of voice communications operators, focusing on mobile operators, using a voice quality score, in order to improve the quality of user's experience. In Brazil, the National Telecommunications Agency (ANATEL) is in charge of supervising the services offered by telecommunications operators; for that, ANATEL has a regulation with 12 quality indicators to evaluate the Personal Mobile Service (SMP). None of these indicators is related to the voice quality perceived by the user once established the phone call. In this context, this work aims to model a new Quality Indicator, named SMP-13, based on voice quality. This work will implement a voice quality assessment tool on the handset, which will be based on a new algorithm that will consider both the degradations originated in the IP network and over the radio-frequency channel. Additionally, through a network architecture the quality indexes and other information from a voice call will be transmited to a server, which information will be useful to regulatory agencies and telephone companies. This year ANATEL presented solutions using questionnaires for assessing user satisfaction. The contribution of this work is to establish an automatic mechanism to determine the voice quality and thus assist in the evaluation of telecommunication services. (AU)
