Abstract

In general, the understanding of the 1987-88 National Constituent Assembly is limited. It lacks systematic studies on the behavior of parliamentarians, political parties and groups in a partisan political process permeated by increased mobilization of interests that still guard mysteries. In order to deepen the limited debate that, in political science, opposes political parties and non-partisan forces in the conduct of the constitution-making, I will analyze every step of the process - from the subcommittees to the second round in Parliament - to understand how collective actors organize preferences, congregating majorities. To advance the discussion, I justifie the benefits to leave aside the traditional measures of party discipline and cohesion, and adopt spatial models of parliamentarians positions in roll calls , as the W-Nominate.
