Abstract

São Paulo s periphery has strong attributes such as progressive occupation of the territory and urban infrastructure investments made in a progressive way along soil s occupation by its habitants. However, little has been explored in scientific literature about the decision-making arenas and processes that led to these investments, just like the actors involved in the processes. The project s goal is to unveil the decision-making arenas and processes that led to investments in precarious settlements in the city of São Paulo. It will be chosen one periphery area with a high level of consolidation in São Paulo s metropolitan area to be the target of a case study, in which will be studied the history of the investments in the area regarding urban infrastructure (street paving, river s channelization, electric network installation, sewage, public equipments installation such as schools and hospitals, etc.) and the consolidation of the settlement during the last twenty years, identifying the decision-making agents, arenas and processes that led to these investments.
