Abstract

The goal is to shape the legal and political principles and the application options of the recall mechanism - an option for revoking mandates through popular consult - to clarify bases for the analysis about the applicability of such an institute in Brazil, both in terms of how to operationalize it or what rules should determine when it can be used, and as to perceive how it would fit in a very distinct reality and political tradition. For such, we aim to confront authors from both countries (that write about recall and constitutionalism) and raise cases in two fronts: concerning application, some paradigmatic cases from the US that try to demonstrate some of the consequences of different ways to control the use of the recall process; concerning the discussions about implementation, how different proposals have been evolving in Britain, Uruguay and Brazil.
