Abstract Different densities and natural techniques involve the unequal distribution of resources among the entities of the federation, which contributes to the maintenance of certain inequalities between these entities. Besides own resources, the municipalities also are entitled to transfers originating from the Constitutional Union and the states, particularly the Municipal Participation Fund and the tax return. These are funds transferred to all municipalities as stipulated in the law division. However, there are transfers of resources that are only transferred to those municipalities that have certain natural resources or engineering works (such as hidroeléticas, redistribution terminals and pumping oil and gas, and citygates). These are the cases of CFEM, CFURH Royalty and that has caused intense political debate in other forms of redistribution of these contributions. Thus, we understand the relationships of the Brazilian federation intergovenamentais from the analysis of resource transfers from the Financial Compensation for Mineral Exploration (CEFEM) Compensation for use of water resources (CFURH) and Image of the oil and gas to municipalities in the state São Paulo.
