Abstract

This thesis aims to discuss the current issues relating to financial compensation for exploration of mineral (CFEM), hydropower (CFURH) and oil (royalties) in the municipalities of Sao Paulo state. Basically, where these economic activities are realized is created"compensation", because these activities can deplete the natural resources in a given period. Thus, beyond the principle of equality among the Brazilian federation, was verified that, in some municipalities, the geographical expression of the financial compensation acts as an element of financial over accumulation. This way, the idea of central of calculation allows us to visualize the government bodies as key elements in the network of productive cooperation. Therefore, based on data from regulatory agencies, we can see how the engineering works installed locally disrupt the federal pact, and creates the need to review the federal concept. However, it is of paramount importance compare these financial transfers with the Municipalities Participation Fund (FPM). The research discusses issues relating to federal imbalances, highlighting the need for a broader geographic focus. Finally, we locate the financial compensation within the current spatial studies of spatial circuits of production space and circles of cooperation, as well as the infrastructure facilities of oil activities in the Paulista coast and in the Santos basin (AU)
