Abstract

Since the second half of the twentieth century, living to the intensification of economic globalization at the same time where there is increasing inequality between social groups and human rights abuses. Human rights are in constant process of construction and reconstruction, from social struggles (ARENDT, 1979; PIOVESAN, 2006). Among them, we emphasize the civil and political rights and economic, social and cultural rights. The human right to development and human right to health are linked, since it is inconceivable without the development process of consolidating the right to health. Health is a decisive factor for the welfare of individuals, families and communities. The influence of development on health can be observed in the incidence of mental disorder that tends to be higher in less developed regions. It is understood here that besides the reduction of potential cases through better living conditions, are also achieved better results in the treatment of mentally ill and their reintegration into society (Bublitz, 2010). This qualitative research focuses on questions about the connections between the search process of development and the right to health in Ribeirão Preto, focusing on the participation of civil society through participatory management, the design of public health policies under the Mental Health First City Council will hold a review on right to health, right to development, consolidation of Health System in Brazil and the formation of the Municipal Boards of Health will then be conducted semi-structured members of the Municipal Health Council of Ribeirao Preto to understand the Council's participation in the management of health policies of the municipality and its relevance to local development. The interviews will be analyzed through content analysis and thematic. Finally, the results will be treated and exploited. (AU)
