Abstract The equilibrium, according to the literature, is the main feature of the relationship between the Executive and Legislative in the Old Republic. In contrast to the first republican decade in which the break with a routinized institutional apparatus has led to a chaotic environment, it is believed that the years that followed the Campos Sales Government were marked by political and institutional normalization and the beginning of what would be the Republican formula of longer duration in national history, articulated by the Campos Sales pact. The hypothesis of this project is that the apparent stability of the regime did not amount to the harmony of interests between these spheres of power and that among them was a conflict which intends to shed light through the study of vetoes, the content of the materials vetoed, the Constitutional Reform of 1926 and, finally, the period subsequent to it.(AU) | |
