Abstract

The intensification of globalization processes that happened, mainly, in the decade 1990 changed the situation of international relations. There was a growth of the international flow, and the forces of the Nation-State as the only player in the international system were relativized, moreover, its traditional function in the domestic sphere was reformulated by the decentralized measures which were determined by the new economic, policies and social conditions that the international capitalism was living in the last decade of twenty century. For that reason, the local government, in special the municipalities, got a play more and more active in the exterior sphere, because they assumed new responsibilities and a higher autonomy in the domestic sphere. Besides, they had faced globalization's consequences in their territory. The act of entailing in International Networks of Cities of the local governments is one of the other possibilities of internationalization that have been more utilized by them, these networks are characterized for the incentive the international cooperation and the solution of common problems between the network's member. In front of this perspective, the research intends to examine the act of entailing two Brazilian cities in these networks with the purpose to study as these networks can help the cities to make the development in the domestic sphere.(AU)
