Abstract

The pré-sal Social Fund is a public policy formulated during the Lula presidency, that creates a savings fund with financial resources originated on the pré-sal oil exploration, in order to create long term savings for social, scientific and environmental policies, in which there is a redistributive feature. Its approval in law defined the resources origins, but the main one, oil royalties, is object of intense dispute by the federative states, as well as the union. This generates uncertainty about how much of those resources will actually be transferred to the fund. As the financing of the policies depends on the resources actually transferred, without this definition it is not clear if the policies financed through the fund will take place. In the other hand, there is a gap between the objectives determined by the Federal executive in the Fund´s creation, and the dispute about the royalties resources by the States, that show different objectives in relation to the Fund. This study will try to understand the agenda setting process, as well as the policy formulation, specially the dispute for the definition of the royalties division.
