Abstract From an analysis of the construction, approval and implementation of the National Culture Plan (PNC), I propose to study the diverse uses and reelaborations of the concept of "culture", understood here as a native category, in the contemporary scenario of cultural policies in Brazil. The construction of the PNC, which took place between 2003 and 2010, happened in a national context of restructuring of the Brazilian Ministry of Culture (MinC) and the delineation of a new understanding of public policy for the cultural area. It involved a complex network of actors and spaces on different levels - local, state, regional, national and, indirectly, even international level. Inspired by studies that privilege a pragmatic approach to politics and society, this research has a double aim: (1) to contribute to productions that make an effort to show that the State is not a block and that public policy does not reduce to state policy; and (2) to analyze a category that requires great efforts of self-criticism and reflexivity on the part of anthropology, since "culture" is both concept and object to our discipline and, at the same time, it is a complex category that is becoming increasingly central in social political and economic life. | |
