Abstract

The subject of this research project is the Brazilian defense industrial policy, in a broad sense. The object of investigation is the dynamics of the most important players involved in the group of political initiatives settled for this segment, with special attention to the intertwining of Defense, Foreign Affairs and ST&I public policies. More specifically, the focus of this interdisciplinary investigation is the interaction among the main players of Brazilian high governmental decision-making spheres. The hypothesis to be verified, based on preliminary literature review, is that the background of organizational designs in the Ministry of Defense has significantly weakened the power of performance of its internal network in polity aspects, with immediate consequences on governmental directives on the defense industrial base. Thus the analysis period covers the creation of the Ministry of Defense, in 1999, until the data collection end period for this project in 2014, which coincides with the upcoming Brazilian presidential elections.
