Abstract

This research takes as its object of study the relationship of the Master Plan of Bauru with the dynamics of urban space production in the last decade, since the enactment of the Statute of the City (Federal Law N. 10.257/2001), based study on the Special Zones of Social Interest (ZEIS). Interested in understanding and analyzing how this new legal framework on interferes local real estate by possible revision of urban policies. For this, we analyzed the regulatory instruments incorporated into municipal law through its Master Plan (Municipal Law No. 5631 of 08.22.2008) to ensure the social function of urban property and, where appropriate, this legislation impact or change the trends urban expansion by studying variables such as production and supply of plots, Social Housing, implementation of Social Interest Zones etc. Methodologically is incorporated strategy Cardoso and Silveira (2011) to analyze the degree of incorporation of instruments for the promotion of social housing in the legislation. Will also be evaluated potential conflicts generated by the program My House, My Life, which it has shown significant urban impact that can not be ignored in research. This project is part of a larger study funded by FAPESP, "Proceedings of contemporary urban development in medium-sized cities: the Statute of the City, housing boom, gear dynamic economic and political-institutional decision-making [2001-2011]" (Case 2011/14082 -3).
