Abstract

The Master Plan of Campinas, Law 15 by December 27th, 2006, included in its list of urbanistic instruments, the Special Zones of Social Interest (ZEIS) in accordance of the City Statute (Federal Law 10.257/2001) determinations. They were classified in two types: The ZEIS 1, indicated to build social housing and the ZEIS 2, indicated to regularization and urbanization of irregular dwellings and slums. The municipality of Campinas had many properties bounded as ZEIS 1 in its Master Plan which in addition to be located in the most peripheral regions, were not incorporated to housing developments in contradiction to the Master Plan. This research aims to verify how the housing policy of the municipality and the guidelines drawn by the Master Plan of 2006 and the Municipal Housing Plan are dealing with the ZEIS in the central area (Macrozona 4) and, in this context, how the pool of vacancy land is part of this discussion. Whereas Campinas has a housing deficit by around to forty thousand of housing units and the Municipal Housing Plan, concluded in 2011, reinforced the importance of the ZEIS as a land reserve to social dwelling implantation, its essential to understand the main discussions, debates and treatments that are being developing to effective this instrument in the central area of Campinas. This region has a huge amount of vacancy lands, public real estate included. It has the intention to contribute to the knowledge production about the role of Municipal Public Sector in the formulation and implementation of urban development policies, viewing, in the case of the ZEIS, the arrangements used in the attempts of effective programs of social housing, mainly in a region provided with urban infrastructure like the central area of Campinas.
