Abstract This research project aims to investigate the the type of social relations and power's structure that is present in two spaces where cyber have been processed two public consultations recently in Brazil: "Marco Civil da Internet" (2009-2010) and "Reforma da Lei de Direitos Autorais" (2010). We intend to conduct a comparative analysis between these two spaces. For this, we will verify not only the social relations in the spaces of public consultations as well how these spaces were formed. This research is important to the extent that the public consultation through cyberspace may become a tendency, but not only the centrality of the new information technologies, communication and practice are replaced in the contemporary world as well the increasing people who have access to these electronic media. The methodological basis will focus on Social Network Analysis (SNA). In summary, the objective is not only to perform a comparative analysis between these two spaces as well contribute to the debate in a generic context about the way that social relations presents in these spaces of public consultation, two of the many "spaces" that compose these electronic ways.
