Abstract

The growing demand for energy resources drives the expansion of networks pipelines for transport and distribution of petroleum and its derivatives. The pipelines, since they are works of great extent and cause significant impacts on the environment, need to be licensed, and it is mandatory for the preparation of Environmental Impact Assessment (EIA) for its operation. A major focus in these studies is to define the areas of project influence. Each impact has a specific way to prevent, mitigate, control or compensation, depending on the area of influence that is. Must still be evaluated in these studies the degree of significance of impacts, ie its capacity to alter the environment in which it is. To minimize the subjectivity that this type of analysis can generate, it is advised that this assignment of weights to the impacts is made based on a multicriteria analysis technique, for example, AHP (Analytic Hierarchy Process). In AHP, the problem is hierarchical and the elements involved are always compared two by two to determine the importance of one over another, assisting in the prioritization of actions to be taken. This methodology will be used in this study that has as main objective the determination of the main criteria used to define areas of influence and levels of significance in EIA's of pipelines. To this will be analyzed and compared the Environmental Impact Assessment available in Brazil at the end of the project generating a methodology that can be applied to future environmental studies of pipelines.
