Abstract

In Brazil can be observed one way of looking at the social rights that are reflections of a social representation in the current Brazilian mentality, which has a tendency to demoralize the social rights coming from the Government, treating them as a "favor", welfare policy. By analyzing the social construction (even if unconscious) the relationship of the state (and public affairs) to the French social policy of Minimum Income of Insertion (MII) and as a consequence, the social representations and analyzes realized about the program, therefore expecting to understand the French program of Minimum Income Insertion (MII) in a cognitive dimension, through mapping the social representations that permeate the discourse of French society about the program, which by can be relate to the Brazilian case then, explaining the association of Bolsa Familia programme with a welfare policy. Brazil, throughout its history, has never had the experience of a Universal State, like the case of France, for example, and perhaps this is one reason why the society does not consider social rights as truly a right, but as a gift. The country has never had a universal experience, ie, that issue is not naturalized in the habitus of Brazilian society. (AU)
