Abstract

This project aims to examine the manifestations of the principle of equality in administrative law, with particular focus on two legal instruments, which are: Social Tariff of Electrical Energy and the Telephone Social. The aim is therefore to highlight the discrimination measures as inclusive strategies in two classic public services of an economic nature. This research is extremely important because the principle of equality is still poorly addressed by specialized doctrine in administrative law. Happens, however, that the pursuit of strategies for the development of Brazil and the socioeconomic inequality that marks society demands that this principle be emphasized, reinvented, and guaranteed by the government. The research is justified also because there are few scientific works positive about discrimination in the public services economy. In summary, it is a project that fits into the line of research on administrative law inclusive already developed some years ago in the Faculty of Law of USP in Ribeirão Preto. Along this line, the research will specifically aim to contribute to the understanding of discrimination laws that enable low-income people to access public services such as the economic state, in the last instance, fulfill its duty to ensure minimum conditions of welfare to all Brazilians in accordance article 3 of the Constitution of the Republic. Therewith, research should be conducted to collaborate with studies on socioeconomic inclusion through administrative law and simultaneously, to contribute to the deepening of discussions about the principle of equality in public services.
