Abstract

This research has the PRIH (Perimeters of Integrated Rehabilitation of the Habitat) program as its theme, the program was proposed to downtown São Paulo in the Marta Suplicy municipal government (PT/2001-2004). The PRIH program was part of the "Morar no Centro" program. Besides the PRIHs, Morar no Centro included three other focuses, which were: the Programa de Cortiços; the Bolsa Aluguel and the Locação Social. Different from neoliberal models of renovation, revitalization or revalorization of places, which bring a change of the social profile of the area, the PRIH program had as its basic premise the maintenance of the local population. Besides, it had an integrated and participatory conception of politics for a democratic central urban space area management. The PRIHs were not fully implemented, however, they can be used as models of analysis for other programs and housing policies in Brazil. (AU)
