Abstract

The research addresses the importance of the use of Information and Communication Technologies (ICTs) and the significance of the use of free software and its peculiarities as public policy proposal adopted by the Brazilian government, with special emphasis in the area of cultural policies, analyzing their impact on social ownership of information.
